Illinois picks areas most hurt by war on drugs, where marijuana entrepreneurs will get a boost. But not everyone’s happy.

More than 2 million people live in the areas identified on the map, said Michael Negron, assistant director of the Department of Commerce and Economic Opportunity. The identified areas had high rates of marijuana arrests and incarceration over the past 10 years, and have other qualifications, including elevated levels of unemployment and a high proportion of residents receiving federal assistance.
